Does preparing a commercial proposal provide preferences to the supplier when participating in tenders?
In the context of 44-FZ, it does not provide the supplier with any preferences from the customer. This law does not provide for reimbursement of costs for the preparation of the proposal. However, the correct formulation of its text can influence the formation of the initial (maximum) price of the contract, making participation in public procurement more attractive.

What is the validity period of a commercial offer under 44-FZ?
It is determined independently by the organization and is indicated in the price list. Due to the rapidly changing economic situation, such offers may quickly lose their relevance. The validity period is considered from the date when the price is considered valid. If it is not specified, the offer is considered unlimited. To update it, it is recommended to collect updated data before each public procurement and take information for six months before the date of the market analysis. The use of previous data is permissible with recalculation of the price and taking into account changes in the coefficients.
